The State Council's views on "Strengthening Major Environmental Protection Work", published on Oct 20, show how we should continue to evaluate the environmental performance of polluters, take a closer look at the environmental protection record of listed companies, and support the non-polluters in issuing bonds for environmental protection projects.
The SC's views show that we should increase support for companies and projects that meet the requirements of environmental protection and follow credit principles and establish an evaluation system for corporate environmental behaviors. We need to develop an environmental pollution liability insurance and experiment with compulsory liability insurance for environmental polluters. We also need to promote environmental tax reform and look at an environmental protection tax, while giving tax breaks to companies whose products meets vehicle fuel requirements, and study ways to change the import and export tariffs on "high-pollution, high-environmental risk" products.
